I've just installed a second hard drive that was removed from an older system. Whenever I want to use it, I have to wait for it to spin up. It usually spins up and keeps running for about 10 secs, then shuts back down. Is there any way to stop it from doing this? It really slows down things.Any help will be appreciated.
By the way, my system is as follows:

TxproII motherboard, on board sound and video,
Cyrix MII 300 CPU,
32Mb EDO Ram,
C Drive - Maxtor 1 gb connected to primary IDE port on motherboard.
D Drive - Maxtor 850 Mb connected to secondary IDE port on Motherboard.

You didn't list a very important item, the OS. In Windows, there is an option to pwer down the drives that are not being used. It is found in control panel under the name "power" and has a battery and an electrical plug for its icon.

Open it up and make see if it's enabled. Also check your BIOS. Often there are power management features located there as well.

Sorry about that omission.
The operating system is Win98. I've turned off all power management in the BIOS. I also set power management in Win98 to never shut down hard disks that are not in use. Any other suggestions?

A friend of mine has a TXPro II motherboard and it does the exact same thing. My guess is that it's the motherboard.
