Is steam better than it use to be?

I was thinking of downloading steam again, I had it a while back when it was frist out and in its beta like stage, my question is, is it any better worthy of a download? or a 2nd chance if you may?

well u need it when u wanna play cs 1.6 and all the other mods isnt it?!

in the beginning it was bad yes and now . . . well its not perfect but its ok, i dont have any probs with it

only when there are updates lets say for cs it might take 4 hours untill u have it which is really annoying!!!

So if I reinstall TFC and CS will steam up date it for me? does it mean i dont have to go download it some where else?.
