My girlfriend's work computer only displays the "settings" tab with the desktop display settings.

It's leaving out Themes, Desktop, Screen Saver and Appearance tabs.

How can I get these back to customize the desktop?

If its her work computer, then the IT department more than likely removed those items for a reason.

You have the answer. If she has any questions, contact the IT. Start trying to install her own themes and wallpaper might get her fired or at least negatively noticed!
