Hi all I'm having trouble Defraging my drive,
it's get's to 10% and just keeps looping
back to the beginning again. i'm using
the defrag program that comes with windows.

Thats because you have a windows program open that is writing to the disk. Either shut off ALL windows programs, or exit to the DOS prompt and run defrag.

Disable any utilities that may be running. Such as, anti-virus programs or any thing that may be accessing the drive at a given interval. Best disabling it all to find out which one is causing the defragmentation process to reset. Might want to try turning off power management settings also.

Also with WIN98. I cant do it unless I turn off APM and screensaver.

You are getting good advice; the only thing I would add is to doa thorough scan disk before defrag.

Close all programs (except Explorer and Systray), run scandisk, then defrag. If you are still looping, which you shouldn't but sometimes it happens, close Explorer and Systray too.
