Sometimes, deleting the contents of the History, Cookies and Temp Internet Files folders can solve these connection problems. It's worth giving it a try.
Yuo can try searching the MS knowledge base. http://support.microsoft.com/support/c.asp?FR=0 It's not too easy to locate the correct information. Nathan has a site that has organized links to MS's KB. http://www.helponthe.net/nathan/

I had a program that interfered with my modem once too. (Don't remember what it was)
I uninstalled the program, the modem, reinstalled modem and software and it went okay on the second attempt.

my diamond supra 56k worked fine until I loaded something the computer didn't like. I tried reloading 98, (remove and reloaded) modem driver, 98 networking, but it still doesn't work. It has a hard time even connecting. I had this happenned once before and ended up reformating the HD. Anybody has answers please. I have a bx6-2 (use to have a bx6) mb, CL TNT video card, maxtor HD, generic pci sound card.
I called my provider and they said nobody else has been calling. I tried connecting late at night and in the day so I am pretty sure it is my system.

Download the latest driver for your modem.

Thanks for the help, but I might have solved it. I ran msconfig and unchecked the window.ini, system.ini and restarted. Then I checked them again and restarted. It cleaned out some of the startup lines on the startup page and unchecked the rest. It connected back at above 28k, but some of those unchecked startups seemed important even though I don't know what it does, so I checked them like check registry and couple more. Since it was the first ones I thought it might be important, does anyone know if I need them for some basic requirement or the program will load these when I get to them? This is on the startups page in msconfig, it is not the obvious ones that mention the programs names. Thanks
