i check all the cables, settings and everything regarding my FDD. i just can't get it to work so i bought a new FDD but it didn't workout either when win95 sets it to just a disk drive rather than mitsumi disk drive on my device settings. it's LED always lights up always when it boots up.

if the led is always on, you have the cable in backwards.

Yup, got to agree with fishboy! Putting the cable on the wrong way will cause the LED to stay on and the drive to be useless.

I agree with fishboy and scotty if your light stays on all the time you have your ribbon cable in backwards. The best rule of thumb is the #1 pin should always point at your power cable.
