Booting from USB Thumb Drives: OS or BIOS Function?

A question about USB thumb drives. Can an OS be booted off one of these? Is this ability a function of the OS or is it a function of the BIOS on the Mainboard? Or is it a function of both? Any examples? Thanks.

bios. if your board doesn't support it, it doesn't matter which os is on the drive.
