My friend, mike, has cable and i have adsl. Mike has files that i want to transfer to my pc over a wan connection.

Here's what I want to happen:
I setup an ftp server at my house. He uploads his files to my server. Questions: Is there any utility that is able to break up the file that is being uploaded and send multiple "streams" to my pc? How about a utility for resuming the upload when it errors? I kinda don't want to use a p2p app as i do not know of an app that allows me to set which users can connect.

edit: Actually, i think im going to change things up. I'll setup an ftp server on mike's pc and download the file using a download accelerator. For some reason, i was thinking this would make a performance hit where his upload speed is greater than mine. But either way he's the one dishing out the files (uploading) and my download speed should be greater than his upload.

The issues that you mentioned might be important if it is done by Dialup.

DSL and Cable should be fine the way you set it up.

However there are FTP servers that might resume broken downloads.

Find a shareware site with a lot of ftp software and choose one to try.

Some ISP's disallow running any type of server , like my ISP. So, when I need to transfer files between 2 pc's , for friends or clients, I use Remote Desktop Connection for XP pc's or UltraVNC for other OS's . The transfer speed is pretty good in my experience. Besides it will give you better control, plus a chat feature.
