Your specs are incomplete. Please give us more info regarding your system. Power supply wattage rating, number of Hard Drives, Floppy Drives, Optical Drives, Case Fans, PCI peripheral cards, etc. are some of the things that you've left out! Are the memory modules you are using listed on the motherboard manual as certified to run with the motherboard?

Are the standoffs aligned correctly with the holes on the motherboard? Is there anything grounding out the motherboard? Are the peripheral cards properly seated? Is the power supply set for the correct voltage? (Check to see if it has a switch to change from 115V to 230V for the input and is it correctly set?) Those are just some of the things to watch out for!

is it one long beep?
personally my mobo does that when the RAM isn't in.

Is your ram compatible with that motherboard?

Take everything out of the case, and lay the motherboard on a non-conductive surface. Install the CPU, HSF, graphics card, motherboard power cable and one stick of RAM. Short the pins you normally hook the power button up to and see if it'll POST. If it does, check that you place the stand-offs in the right place under the board once it's in the case otherwise it'll short out.

Correct me if i'm wrong... but I have always understood that attempting to power a system with the PSU set to 230 can damage components.

If you're in the US or Canada, you shouldn't be using 230. That's for different continents.

It can cause issues, but not usually. But run it at 115V

Is the ram installed? You never mentioned that it was in your previous post.

What about a heatsink/fan?

Fishybawb gave a good suggestion on troubleshooting this problem. It is always good to test everything outside of the case to make sure that it works. This puts to rest any doubts on whether the parts work or not. Also make sure that when you install the AGP videocard that it is seated properly so that it won't short itself out and keep everything from working. Good luck!
