I recently was at a friends house and helped him swap two motherboards he had, an Intel Portland 440LX with an ATX Shuttle (Model unknown) with the 440BX chipset. With replaced the power supply and still no dice. It might be a problem with static creating motherboard failure, or power switch is broken. We cannot determine the problem, any one with expeirence please email me.

stupid question but, did you check the battery jumper? or is it the clear CMOS? somebody help me here.

I believe you don't get anything when you press the switch on button: no beep, no light on, ... ??? right ?
Usually, as you mentionned, it is a problem with static electricity. You have to make sure that the mobo does not touch the case.
What I did for one of my PC is the following: I put the anti-static wrapping bag of the mobo BETWEEN the mobo and the case. Believe me, it did the job...
And, don't worry about the heat, the plastic WILL NOT melt... The PC has been running for more than 3 months now... and no problem...
Also, do some testing: remove the mobo from the case, insert a video card, plug the PSU and boot up the PC. See if it is working OK.

I'm having a similar problem. At first my computer was shutting down after about 2 minutes. Now it doesn't even want to turn on most of the time. I didn't replace anything...the computer is only about 8 months old. Could static electricity still be the problem?
make sure that you have the power switch wire for power button is attached to the motherboard in the proper location.make sure its not backwards or on the wrong pins.Look at this very carefully,this will cause your system to not respond and seem like a bad power supply.this is a characteristic of ATX motherboards.It has to have a completed circuit before it will power on.

The switch can be bad -
and I have had this happen with a bad cooling fan.
