Are there any people that police junk mail that constantly annoys others. I have this one junk mail that keeps coming and when I block it it switches domain names. I need to know if I can report it to the authorities for this type of thing.

Keep a disposable e-mail address for use on websites, and subscribing to newsletters, etc., and have an e-mail address that is only for private use that you only disclose to private individuals.
Then, when the spammers start hitting the disposable address hard, dump it and get a new one.
I have an e-mail address that accumulated over 6000 spams a month until the ISP applied spam filtering. Whenever you get spam, you mark it as such and you don't get it again. Now when I log on to the account I get a few spams, but maily genuine messages.
