Heat from voltage or frequency?

Can purely increasing the frequency of a processor increase heat, or is more heat only created by increasing the voltages to the processor, or both?

increasing the frequency of the CPU will generate more heat but not as much as increasing the voltage so yes they both increase heat output but the voltage increases more then just a simple frequency increase
