I've just recently noticed,when I click to another page on a website,my fan(s)speed slow down then come back up to speed.
My system is:
ATX case w/230 watt,PII233(pushed to 266),Intel440LX mobo,128 66ram,RivaTNT16AGP,WD3.2 Caviar,Avance100+Sound,I-Storm HD fan(blower)
The system is a year old,with no other problems.

If your monitor is plugged into your case, try plugging it into the wall. Also remove your cover to make sure your fan is really slowing. If a page change in causing your fan to slow down, you are drawing too much current from somewhere!!

Thanks chuckie,but my monitor is plugged into a power strip which is plugged into a spike protector.What I hear is the I-Storm blower thats mounted in the front 5.25"slot that's slowing down.

I may be wrong on this, but I don't think it's a good idea to have a power strip attached to a surge suppressor like that. It's best to plug it into the surge suppressor.
