I have 9 PCs (identical PIII w/ win98), connected via a 3Com hub, so we have a small network. There is no server or anything like that- I have just plugged all the PCs into the hub so they have access to each other. This network gets internet access through one dial-up connection that is distributed to all computers through a proxy.

What I want is this: I want these computers to be able to send e-mails to each other (i.e. using outlook express), without having internet access. How can I do it? As I understand, I must set up a "mail server" program in one of them? Or a "virtual mail server"? If that is the case, which program do you suggest? Is there a free solution?

There are no free mail servers to do this as far as I know. Do a google search for "free mail server software" and see what turns up.
