Someone wrote this in the SBLive! newsgroup which I've a similar situation on my hands.

With the PC switched off, the front and rear speakers (Four point surround) exhibit
about the same volume of hissing noise(very low level though) when the volume is
tuned up to maximum.

However, when the PC is switched on, with no sound playing and volume tuned up
to maximum, the volume of the hissing noise is much higher on the front 2 speakers
than the 2 rear speakers.

Is it conclusive to say that there is something wrong with the output jack on the
SBLive! or are they made this way?( ie. Is this normal?)

there's no way i can begin to explain everything i'm just beginning to discover about the sblive!, but you have to explore all of the aspects of Audio HQ to understand.
every environment, every mode, every effect has a different mixing 'signature'.
you have to play around, and as you do, you'll see what i mean.
example:movie mode will give a symptom similar to yours, as will being set to surround (this setting disables fade control)
