Could anyone tell me how I could set up a FTP
Do I need a specific OS?
As I am very green to technology pls provide me some detail information

You can install an FTP server on the computer that you designated as a server (There are FTP serevr to all OSs').

There are many FTP servers available some are even free.

Once you have a functional server you can put it on the Internet (within the guide line of your ISP TOS).

There are also windows based applications you can run that will allow you to have an ftp server. I'm not sure about security aspects and what have you, but if its something small time for you and your friends i'm sure something like that would be good enough.
