Without spending a penny, how can i host my own web site and with my own domain name.

is there any domain name server available for download

No. You have to pay to register your domain and you have to pay a monthly fee to an ISP to host it.

or pay the isp for a leased line (mucho $$$) so you can host it yourself.

small websites are very cheap to run, i think yahoo gives away 50mb plus registers your domain name for >$20 a month, but you also get limited bandwidth....errrr like a upload cap, there's prolly another term for this, but after you dish out XX mb of data they cut you off.
