cd rom drive probs

whenever i wanna access my cd rom drive i hear this enormous starting up sound, takes about 2-3 secs.. are there any programs that can maybe keep it spinning somehow.. it's pretty annoying, or maybe something else i can do to solve this problem..

Welcome to the world of having a CD-rom spin faster than it can be read. The higher speed CD's sound like a vaccum cleaner.

If this drive was recently bought and you were using an older CD-Rom drive (8x or whatever) these newer drives (24x,32x,40x..)
will have a much louder whirring sound. Depending on the case and the drive bay construction and on the type of surface it's placed, this vibration can be more emphasized.
If you really think it's mechanically defective, it'll need replacing.

Enormous is a relative term when we're on the silent side of the this.

no i just bought this system a few weeks ago, a high end system.. would make you think they would include a decent cd rom drive
