While not too familiar with Fdisk, I removed the DOS partition from my Windows 3.1 computer thinking it wasn't needed. I had previously removed unneeded logical disk partitions. Now my computer won't boot up, I get a message saying "PRESS A KEY TO REBOOT".

Yikes.
Sounds like you deleted the primary partition Windows was on.
Run Fdisk again and choose to view/display the partition information on the drive. If it comes up with nothing your going to have to start from scratch.

Unfortunately, I cannot access my C: drive to run Fdisk. I tried to use a boot disk to start the computer, and when I try to switch to the C: drive, it tells me "Invalid drive specification". If in fact I do have to "start from scratch", how would I start?

If you are booting from A: Put the boot disk in the drive, reboot, and then run FDISK from there. Recreate your partition(s) using FDISK, then you'll have to format the drive(s), then reinstall your OS.
If you have a Western Digital hard drive, you might want to make sure you remove any traces of EZ-Drive before you get too far into this.

Start as Cyclops states. The boot disk should have both the Fdisk and Format utility on it.
try ibm diskmanager
it'll partition and format for you in a matter of seconds all you need is a boot disk to run this
