By the way, the picture is in my paint program on my computer, not on the internet, and it doesnt come with any installation or whatever else normal toolbar wallpaper off the internet comes with.

A. The picture behind the IE toolbar buttons can be set to any bitmap you wish. To do this perform the following:
Start the registry editor (regedit.exe)
Move to HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Toolbar
From the Edit menu select New - String Value
Enter a name of BackBitmap and press Enter
Double click the new value and set to the name and location, e.g. c:\images\savtech.bmp
Close the registry editor
Restart IE

thanx, it worked great. Now i have another question, is there a way to change the letter colors on the toolbar? like where it says file, edit, favorites, tools, help. It would be great if i could change the color, seeing as i can hardly see the words.

you would probably have to change the entire windows menu font color. I don't think you can change just IE>
here's how in xp:
display properties - appearance - advanced - menu font and color
