I am running Windows 95 with 32 MG RAM on a 2.3 GIG hard drive with 1.00 used. When I am on internet, free memory runs 1.2 M and less. I have deleted some programs and have closed down all but systray and explorer. Even when I am not on the net, free memory runs less than 7 M.
Changed network server to desktop. I still am running low on memory (as per system monitor) I am using 3.6 M on swapfile. Also I get message from ZDU when using a tutorial that system resources are too low to run and I have also gotten a large white Windows message saying system resourses are dangerously low and to terminate program.

you still have plenty of free mem.....
thats just the way the memory manager handles and allocates the memory...when the memory is needed it gives it to the application.....

The first answer you got is right, but it's still something you can do. Go to:
www.memturbo.com and check the 30 days trial. I decided to buy it 3 monthes ago and I'm very happy with it

I take it you are using System Monitor to check this?

And I would venture a guess that you have optimized your computer by selecting "Network Server" in the "Performance/File system" area of the control panel - for some reason if you select "Desktop Computer" it will show more free memory in System Monitor. But the real test is whether or not your swap file is in use? It shouldn't be.

Anyway, 32MB is almost minimum these days - my advice is to upgrade to 64MB as soon as you can.
