IS win 98 upgrade loadable without loading win 95?

Yes it is. The setup program will ask for your win95 disk or win3.1 disks for verification but it will not load any files from them. Win 98 works much better as a clean install than it does installed over win 95. Make a win 98 startup disk first. It will load your cd-rom drivers so you won't need to load them manually after you reformat.
