I have heard mixed rumors that 1)PC's should be kept On 24-7 to minimize 'start up shock' to the I.C.'s and also that 2)they need to be turned off rountinely to 'reset' via cold boot.

Anybody have any thoughts on this?

There's an old 486 DX-50 thats been around ever since that chip first came out. I guess it was the early 90's. That machine has been turned on and off at least once a day 365 days a year, from day one. And the machine is still in use. The only hardware that has been replaced was the floppy drive.

I guess this is one example that it really doesn't matter.

I think he's right. I've left them on all the time and turned them off and on and the one's that are turned off after use appear to last longer, hardware and software.

You can leave your PC on 24 hours a day, or turn it off at the end of each session or day. Personally, I leave mine on 24/7 and it seems to work fine. You really should turn the monitor off during long periods where you are not using it, even if you do have a screen saver. I would also reccomend shutting it off during long periods when you are not using it. (on vacations, etc.)
Even though I leave it on 24/7 it still experiences moments where it goes crazy and needs to be restarted, but its really something that you can choose to do, because either way it overall, really doesn't matter. Whatever you find more convienient.

Turn it off occasionally as some apps like to hang on to bits or memory and a restart will encourage them to let go!
