Modem ISA or PCI

I currently have a PCI Winmodem which sucks. I have to keep reinstall if I shut the system down. It completely useless as it always shows that the port is open. I think that I will get a hardware based modem, does it make a difference in performance and price in either one?? The modem I have now is the Eiger 56K Winmodem.
