Using WinXP and Office 97, I recently re-loaded the Outlook.
It took over my email option in IE6, not allowing me to use Outlook Express under tools\internet options\programs. Since I have not setup Outlook as an email program, and do not intend to, I really would like to choose Outlook Express.
I can still use Outlook Express but cannot click on the lil blue envelope in the menu bar at the top of IE6.
I had this same problem before and found the solution; it was a registry change, but failed to archieve the answer for later use.

Are you saying you cannot change it in IE under Tools > Internet Options > Programs... You should be able to select OE there?
Yep!
I cannot change the email service into OE because it does not
show up, as a menu option. AND I cannot just erase
"Microsoft Outlook" and substitute Outlook Express; i.e. OE must be generated by Explorer.

You using XP SP1? If so, check Program Access and defaults to ensure that it's listed there first of all, and secondly that it's chosen as the default e-mail app. It should go through and make any necessary changes to correct what you're seeing.
After you make the change, head back into I-->Internet Options-->Programs and check to ensure it's the default.
After downloading from Microsoft "XP SP1", I can now indeed access "Program Access and Defaults".
But.... even so, using the "Custom" function, I am not given an opportunity to change anything. After all, I am using Express , it is just not showing up in IE6, under Tools\ internet options\ Programs\E-Mail.
Somehow, IE6 isn't getting the message that Express is available to use.
I did, remove Outlook 97 and re-installed it, thinking it might give me a menu option of making it my default mail handler, but nothing ever pop-ed up.

If you've only just downloaded XP SP1, please do a "Windows Update" and install ALL security patches.
I have found the answer; it was most simple.

Within 4 min I had the solution to 're-activating" the lil envelope on the top menu in IE6, so that it would respond to Express, instead of Outlook as my default email program.
