Ok so I want to unlock and OC my 9500pro but the reviews Ive read say that it gets fairly hot, so i want to get some ramsinks, and also an Iceberq. But I want to upgrade later and i want to transfer the sinks to the new card (whenever i get one). I was just curious if there are any thermal adhesives that allow removal? Or are all of them permanent?

You CAN get them off, just some are harder than others. I haven't heard of Ramsinks really getting more than a few MHz out of BGA from 99% of people, the rest generally say they had a card or know someone who has one that got 15 MHz out of it. Most get only a couple as RAM hits it's saturation in heat rather quickly and the sinks are still passive, even with active flow, the design of BGA chips tends to hamper the effects of adding sinks.
I'd get a solid core cooler, and be done with it personally unless you need 3 MHz on the RAM.

I see, well, some of the reviews have shown 7+ w/good copper ones. What do you mean the design of BGAs hampers the effects of sinks. They look so good too! Maybe ill just get 4 for the top side :).

First, your limitied by your hottest or weakest chip in the group, so if you sink the chips, sink them all. Secondly BGA heats up and doesn't stop dissipating, the added mass of the sinks and surface area isn't enough to pull it away quick enough. They put out more heat per watt than other forms of ram and have limited surface area. Oversized sinks if you could get them (none or sold, you'd have to make them) to fit would probably net you larger gains, but require some creative sink design for the ised side of the card, top or bottom, whichever you call it. And if your running with aftermarket cooling like a heatpipe or Silencer, forbet larger sinks.
I'm not saying don't get them, I'm just saying that the returns on them aren't massive so don't hope for that. So you'll have to sink all 8 chips and hope one isn't bad. Who makes your memory BTW? Samsung is generally regarded to have the most headroom and I hear the most complaints of headroom from Infineon. Another thing to keep in mind.

Infinieon :( ....the 9500pro doesnt OC like champ anyways...so i figure if i get a decent OC the sinks will cut my chances of getting artifacts. When are they gonna make vid cards with interchangeable RAM. So you can buy good OCing RAM and just plug it in and OC the hell outta it. Dang. We can go to the moon, but i cant OC my 9500!!!

personally i'd just make sure it's getting good airflow and maybe cut back the clocks a touch.
the new generations of cards are promised to have crazy go nuts cooling so there would really be no point to trying to transfer your vid card cooling to your next card.
