The file CDSETUP.EXE is loaded in your win.ini. go to start, run, sysedit, then look for the win.ini window, find CDSETUP.EXE

and do this

;CDSETUP.EXE

This will disallow execution of the executable, the only problem is that that file is there for a reason and you may have deleted it's attached drivers or something.

Good Luck

I have seen a similar message due to a sound card driver loaded from autoexec.bat - it had something to do with the IDE controler (not used) on the sound card. Anyway the error message stopped when the line in autoexec.bat was remarked out. Later we discovered that the "CD Setup" file had been deleted from the sound card drivers folder; we reinstalled the sound card drivers (he wanted sound in DOS), which also rewrote the line in autoexec.bat, and presto, no more error message.
