I have spent all day trying different things to get a Patch for CART to extract - to NO avail. Someone said SHUT Down all programs running, I did; and also said to, Clean out Temp files, I have not yet - - -
Is it safe to do this, I went into the file/folder in Windows\Temp and looked - there are alot of different files in there and they do appear all related to various programs - all not to same program. BUT if I delete this file and it's contents will it effect the running of some of those programs or are they all essentially "dead" leftovers.

What OS are you running?
In 9x just send them to the recycle bin and if something dont work right just put them back in one at a time until you figure out which ones you can get rid of.

Generally speaking, files in the temp folder can be safely deleted. It's a rare thing you need something of importance in there. However, as Bud says, if you're having trouble after deleteing them, then do what he suggests.
