Last time I compress a drive was back in the Win 3.11 days.
I won't be much help here, however, a Swap File that hasn't enough space to expand will generate such an error on a compressed drive.
Can you boot into Win98's safemode by pressing and holding down the CTRL key?
Or is that out of the question?
You can then create a startup disk for a compressed drive or move the swap file off or onto (whatever applies) the compressed drive to a drive with more space.
