I am going to buy a WD 8mb buffer HDD but I want to leave the older seagate in there for mp3 storage and backup. Will any performance be lost by having the 2 together? They will be in their own cable and not daisy chained together. Is there a big performance difference between ata 66 and 100? Thanks

If they are both in DMA mode, the only performance loss that will occur will be when you transfer files between them.

... and that only if they are on the same IDE cable. But that's a generic IDE limitation anyhow - drives on the same cable cannot be accessed simultaneously, bandwidth cannot be shared, unlike on SCSI.
