This Abit mobo is highly respected. Whether it is the best of the bunch I cannot say. Otherwise look at ASUS, MSI etc.

Someone will probably give you a definitive answer soon.

Don't be scared of the A7N8X just because it "seems" to have more problems. That is the most popular nForce2 board out and Asus has sold a ton of them. When you sell more, you have more problem ones. It's just a simple rule of statistics.

The two boards you are comparing are both feature rich and overclock well. You really can't go wrong with either one to be honest.

Albatron KX18D PRO II and Abit NF7-S v2.0 offer the best to be had in terms of performance, features and overclocking.

The A7n8x-Deluxe is still a good baord but slightly behind (not much though) when overclocking and seems to have more issues than the other two.

Also, MSI's top end Nforce 2 solution is well worth a look

I was going to build a new AMD system and the ABIT NF7-S was at the top of my list (mainly because it's a little cheaper). I do prefer the layout of the A7N8X-E over the NF7-S tho, but that's a personal choice.

If you're concerned about noise at all keep in mind that the A7N8X-E uses passive cooling on the chipset - that's one less fan to listen to or replace later. :)
