Sure, single-chip is cost effective - but chipset development is slowed down quite dramatically, and having to route all the I/O from the same chip that connects to all the high speed busses isn't exactly easy either. SiS, after pioneering the single-chip approach, have gone back to two-chip architecture for exactly those reasons - separated development of I/O and system core components lets innovation in either sector go to market immediately, and ease of mainboard layout because of the physical separation of the I/O and system core. Besides, SiS have already demonstrated, and quite successfully so, that integrated graphics chipsets can be done in one chip. 630 and 730 chipsets were like that, and so was ye olde 5598 from the Pentium days.
