I wanna know if it is possable to password protect a single hard drive on a network, i am running win XP pro

If you want to share the drive, but want to limit access, you must use Permissions. Remove all accounts but your own in the Permissions for it. You must disable Simple File Sharing, of course:

doesnt seem to let me add people from other computers on network, there a way i can just create user names and passwords so it doesnt matter what computer they sign in at they can still get access

That's because you have to add their accounts to your PC directly. That includes passwords. This is not a domain - your PC does not have access to a master user list.
