pc won't even turn on

i have a shuttle board based on the kt133a chipset, looks pretty much like a reference design. 1.2Ghz cpu 256mb pny pc133 ram
with nothing at all plugged in (no hdd, no vid no floppy) the system will not turn on, i have tried flipping switch connector, no help. unscrewed MOST but not all of the mounting screws.....
i'm at a loss guys

any suggestions?

ATX power supplies won't start up without a resistance load. A CD or hard drive is enough.

If Psycho Logical's suggestion helps none, you might have fired your board.. Did you make sure you were careful for static?
