I am using a desktop computer with Win Me and now have a laptop running Win XP.
Where in XP are the mail/message settings for this account? How do I get the messages from Outlook Express desktop to Outlook Express Laptop??

You can go to the file menu in Outlook express, and export your messages, address book, and mail settings to a folder. Burn the folder to a cd, take it to the other computer, and then import them into that one.

I had tocopy my Windows Foder and Program Files folder to another drive, format my C drive and now have a new install. Is there a way to do this manually??

Yep, you have to search for the files that end in .wab and .mbx (I think those are the extensions) and import them.

They are barried in your documents and settings folder, several layers down. Just do a search. Make sure you search in hidden and system files/folders also.

I can find the .wab files, but I cannot find the .mbx files.
