ie cant see net, oe cant but spybot can

I looked at a system that can no longer see the internet in internet explorer or outlook express. In the browser I saw a toolbar BHO (surebar I think) so I decided to run spybot. I was able to run it and download its updates. (it can see the net) but internet explorer still can not? any ideas.
lan connection to dsl . using a gateway machine.

did you scan for viruses?

did you check the proxy settings in IE?

did you check the HOSTS file?

no viruses, no hosts file in use, win98 machine, no proxy just use automatically detect settings

user took laptop home, couldn't log in via dial up either.

Try a ping first to resolve the dns name!

ping www.ntlworld.com

if it doesnt resolve its a dns issue

check your dns settings
if dhcp - do a release and refresh
if not check em carefully!

spybot uses a hard coded ip address!

scan for spyware and viruses using adaware , spybot , avg antivirus.

I found shopathome suhagent.exe but I had to undo spybot and then manually remove with addremove programs the program. thats all it was. This however is the first time that spybot has failed me. Thanks for the input. I used hijackthis.exe to find clues to what was going on.
