I've got powertweak which lets me have the option of executing the HLT intruction when the cpu is idle but I've also got rain which has always been stable. currently I disable the HLT instruc for powertweak and keep rain running. Only problem is that this uses more resources than if I just let powertweak execute the HLT instruc. Any tips? Is rain just better it only uses 217kb of memory.

You've found the only difference between CPU_HALT programs; their size. I would go for the one that used the least system resources. All of them use the same cpu instruction call inorder to function, so there are few differences between the prog's.
