This is a question of pure curiosity really. I recently bought Postal 2, and installed it, been playing it a while now, and yeah I think it's great, but I couldn't help notice it's ( what I thought were ) rather long loading times. What I'm wondering is whether a game's loading times are due to the machine running it, or the game itself, or simply a mixture of the two?

The answer to your question is both.

First - Yes the system and game can cause the load time to be long. If your system does not meet minimum requirements than you will have slow starts and gameplay. Try running Warcraft III on a P2 350 and it will be horrible. Put it on a P3 600 or faster and it is perfect.

Second - The game may cause a slow load. I have Diggles: The Myth of Fennris. It takes for ever to load but plays okay and I have a system that exceeds the requirements by about 1400MHz and 768MB of RAM. It depends on how the game was written and how much information it loads to prevent cd access.

Third - If you have a system that can run the game and the requirments are met or exceeded you can have long delays if there is too many background processes. Try unloading some software from MSCONFIG if you think this may be the case. In this instance, you simply have a poorly configured system or one in need of a clean install of the OS.

Take a look at gamedrive by farstone. Copies image to your HD and uses that. Will cut load and playtime in half.
