I would like to use an extra 250W PSU I have laying around as a power supply for all my cooling fans, instead of loading up my main PSU. It won't work unless connected to a mb. Is there a way of by-passing the lock out circuit?

Any suggestions welcome.

Check out this little tutorial. Should give you all the info you need. http://www.gideontech.com/guides/psu_powerup/

And if you don't want it switched, just use a wire (keep it shielded for protection) in place of the switch.

I did what you a considering about 3 months ago. But, I used a push button switch which is mounted in a 5 1/4 bay plate, an led to remind me that the power supply is on, and (2) 2 OHM 5% 25w200 Flameproof Resistor (its a white ceramic block).
The switch is connected to pins 14 & 15.
The led is connected to pins 8 & 17. If the led doesn't lite up reverse the connection.
The 2 flameproof resistors are connected together at 1 end, and the other ends have a couple of short wires connecting them to pins 4 & 5.

There is a reason I used the resistors, so my 12 volt connections run @ 12 volts and not @ 5 volts.

You'll notice a difference when using 12v fans.
