I upgraded my mobo/proc/cpu and have accepted that I will need to reinstall windows. I have my 120gig HD split into four partitions. Can I format just the OS partition (C:) and then reinstall on that partition and be able to use data on the other partitions?

Yes.
Some scenarios:
if any of them are NTFS and you decide to install any 9x based os's then NTFS partitions will not be accessable.
Sure you have third party utils that can give you access of NTFS partitions on 9x platform.
if its a NT flavour of Windows, that you are installing, then it can access FAT16,FAT32 and NTFS.

suggest you use fat32
there are NTFS readers out there but it helps if you want to run multiple OS's, and files are easier to find using dos :t

If it's just data on those other partitions you should be OK but if you have programs installed on them you will have to reinstall them in most cases.
