Hello folks,

The CERT/CC is seeking assistance in raising the global awareness of
the threat posed by widespread exploitation of a vulnerability in
Microsoft's IIS Indexing Service DLL by the "Code Red" worm. To quote
from CERT Advisory CA-2001-23:

"Since around July 13, 2001, at least two variants of the
self-propagating malicious code "Code Red" have been attacking hosts
on the Internet (see CA-2001-19 "Code Red" Worm Exploiting Buffer
Overflow In IIS Indexing Service DLL). Different organizations who
have analyzed "Code Red" have reached different conclusions about the
behavior of infected machines when their system clocks roll over to
the next month. Reports indicate that there are a number of systems
with their clocks incorrectly set, so we believe the worm will begin
propagating again on August 1, 2001 0:00 GMT. There is evidence that
tens of thousands of systems are already infected or vulnerable to
re-infection at that time. Because the worm propagates very quickly,
it is likely that nearly all vulnerable systems will be compromised
by August 2, 2001."

To date, the CERT/CC has issued three Advisories addressing this
issue.

We believe it is important to increase global awareness of this issue,
and we realize publishing information only in English limits the
number of people we are able to reach. In an effort to reach a broader
constituency, to include non-English speaking people, we are seeking

- - pointers (e.g., URL's) to related (original or translated)
documents
published by FIRST teams in non-English languages

- - help from FIRST teams in translation and re-publication of any (or
all) of the three CERT Advisories (CA-2001-13, CA-2001-19, and
CA-2001-23) for non-English speaking constituencies

We have consulted with our copyright permissions office to address the
issues related to translation of these specific CERT Advisories. They
have enabled us to provide FIRST members with pre-authorization to
translate CERT Advisories CA-2001-013, CA-2001-19, and CA-2001-23. The
words they provided are included at the end of this message.

Unfortunately the timeframe is relatively short due to the widespread
infection cycle of "Code Red" expected to begin on August 1st. If you
are able to contribute to this effort, please do so.

SANS Security Alert. Code Red Is Set to Come Storming Back!

SANS, Microsoft, the NIPC, CERT/CC and four other leading security
organizations released the following alert today (Sunday, January 29)
at 4 pm. EDT.


A Very Real and Present Threat to the Internet: July 31 Deadline
For Action

Summary: The Code Red Worm and mutations of the worm pose a continued
and serious threat to Internet users. Immediate action is required
to combat this threat. Users who have deployed software that is
vulnerable to the worm (Microsoft IIS Versions 4.0 and 5.0) must
install, if they have not done so already, a vital security patch.

How Big Is The Problem? On July 19, the Code Red worm infected more
than 250,000 systems in just 9 hours. The worm scans the Internet,
identifies vulnerable systems, and infects these systems by installing
itself. Each newly installed worm joins all the others causing
the rate of scanning to grow rapidly. This uncontrolled growth in
scanning directly decreases the speed of the Internet and can cause
sporadic but widespread outages among all types of systems. Code Red
is likely to start spreading again on July 31st, 2001 8:00 PM EDT and
has mutated so that it may be even more dangerous. This spread has
the potential to disrupt business and personal use of the Internet
for applications such as electronic commerce, email and entertainment.

Who Must Act? Every organization or person who has Windows NT or
Windows 2000 systems AND the IIS web server software may be vulnerable.
IIS is installed automatically for many applications. If you are not
certain, follow the instructions attached to determine whether you
are running IIS 4.0 or 5.0. If you are using Windows 95, Windows 98,
or Windows Me, there is no action that you need to take in response
to this alert.

What To Do If You Are Vulnerable?

a. To rid your machine of the current worm, reboot your computer.
b. To protect your system from re-infection: Install Microsoft's
patch for the Code Red vulnerability problem:
