ive always been an ati fan but im building a budget gaming system for someone and am looking fo a card in the 100 and less range... my question is this what are the performance/feature differences between a geforce3 ti 200 and a geforce 4 ti 4200, or any other suggestions (ati, nvidia, other...) in this price range that will provide maximum gaming capability

For the price difference between the two, you'd better get the Ti4200. Or check what rivals from ATI have to offer, R9200, for example.

thanks ND, its hard to find a review of the 9200, i am wondering what the performance looks like compared to a ti 4200 or a 9000 pro... or would it be worth it to spring the extra bucks for a 9600 np, or is that a waste of money for the performance difference?

A 9200 is basically a 9000 with AGP 8x. As a huge ATI fan I have to tell you the Ti4200 is a better deal than a 9200.

If you want to go for the long term you could go for a 9600, but the Ti4200 is still a solid choice.

Ti4200, 128mb if you can, and anything from MSI, albatron or Gainward is well worth its money

I have 3 pc's and they all have MSI Geforce 4TI 4200's. I bought them all for under $130.00 along with extras and games at www.newegg.com/ I've been pleased with every purchase and they don't cost too much. Gainward or Albatron would've been my next choice. Good luck. :D
