I recently ran into this problem:

On occasion, my CPU utilization will hit 100% and stay that way for a random amount of time (2 or so minutes average...maybe more) Task manager shows svchost.exe, services.exe, and if I recall correctly, system taking around 30-50% CPU each-- the amount alternates/varies rapidly.

I reloaded my PC (format, reinstall) and the condition is still present. As far as a basic system- I am running Win2K (SP2), and IE5.5 (SP1). The last time this occured was once I launched IE after a cold boot. No other apps had been run. I upgraded to IE5.5 because the problem was very persistant under IE5.x

?? Any ideas (besides changing operating systems...hmm, maybe I should go back to BeOS) ??

What's the speed of your processor? And what type? All those services you just mentioned are using 00 on mine, and may jump up to 8 or so, after a little while.

And by the way, I'm running a 1 gig Athlon Thunder Bird

I never have them jump up more than 4 percent. I am using a PIII Coppermine 800EB w/ 512MB PC133 RAM...

I wonder... Do you run distributed.net or SETI@home programs?

I'm running a Duron @ 933MHz w/512 meg RAM on an Abit KT7a-RAID. There is nothing other than the standard system "stuff" running. The peaks seem to occur at random. I will try to generate the occurance again and see what happens...

I was able to generate the 100% usage again. I installed WP10 trial edition and any time I launch it, those 3 items listed in my first post peak the system. During this time WP is not usable. It cleared up after about a minute. The system was usable during that time. Everything is functional now.

I've had a similar thing today.
outlook was downloading a big file and i cancelled it.
it didn't let me cancel it so i pressed alt-f4 to quit the program.
but still saw the traffic on the connectionicon.
started taskmanager to see if outlook is still running but wasn't. on the performance tab i noticed a 100% cpu usage.
I didn't know how to solve this, just restarted ( oh well win2k) don't like restarting.
one more thing, running winamp and some visualization avi drives my cpu usage up to
95%
why is that?
I have a P3 800 EB and 256 mb ram.
leaves me clueless.

Try Changing the MPS control version in the bios from 1.4 to 1.1 or vice versa. I had an old atc-6260 board that had that problem... And I did that and it solved many of my problems... also a bios update or check the acpi function. Those things tend to tangle the dual cpu
