What product works best to clean up hard drive without reformat?

I am looking to clean up a hard drive on a Dell laptop, but he is fighting me about letting me reformat it. I told him I would look and see what I could find, but that the format was the best option. He has loaded his laptop with so much crud, it just pokes along now.
Any suggestions?
