Suggestion for software please

I need a software that can help me create a document which is divided into different topics. Below the topic are links to the corresponding PDF or graphics (jpg etc) files. When you click on it they open up.

Right now I am using Word but the disadvantage is that to insert new document links into its sub topics is tough as it moves the entire page down and screws up the alignment...it is simply not made for this.

Any auggestions?

You can do it just like a web page. Treat it like an HTML document (save it as such) and insert hyperlinks to the documents that you desire. The hyperlinks can also be to items inside the PC. Just be sure to maintain folder and path when you move the document.
