The cheapest I know of is to buy it bundled with Norton Systemworks Pro 2003 for $10 USD. You've got to choose a custom install of NSW and uncheck everything except NAV.

i saw it for 8$ on reseller ratings. unfortunately, verisign "hijacked" the resellerratings.com domain :mad: , so it should be up in less than 3 days.
