If I buy a video card here(China), would it work anywhere else(country wise)? If what I bought is a GeForce3(let's say the Elsa Gladiac 920) with PAL TV-output, should it also support NTSC?

Yes a video card bought anywhere will work anywhere, though drivers language may be iffy. But the PAL TV out won't work with an NTSC TV.
