How do i get my external serial Diamond SupraExpress 56e Pro to play the dialup tones through my sound card and speakers?

I have a Creative PCI128 sound card.

I don't know, but isn't the modem itself loud enough?

If the modem has a speaker jack, run an audio cable between that and the line-in jack on your sound card.
