When applying thermal paste do you apply paste to the raised part of the CPU or just to the heatsink or do you apply thermal paste to both?

I apply a very thin layer to both the bottom of the heatsink were it contacts the core, and to the raised portion of the processor.

As I side note, I watched a vendor install a heatsink onto a T-Bird at the computer show this weekend. I just shook my head as he proceeded to squeezed the whole tube of "white goop" onto the top of the core, then set the heatsink onto this massive glob of paste that was easily as big around as a quarter and probably 3 times as thick. http://www.sysopt.com/forum/frown.gif

I'ed like to challenge him to a soldered IC chip, heatsink application and see who's machine starts up....
