THE FRAG

When i try to run win2000 scandisk or defrag, it gives me this msg "The disk check could not be performed because exclusicve access to the drive could not be obtained. Do you want to schedual this disk check to occue next time you restart you computer?"
When i press yes, it runs a scandisk in dos when i reboot, which doesn't find anythign wrong. so i try again, and it doesn't work.
Im running Fat32 so i can network with win98 comps in my house.
I tried Norton Utilities Speed disk, and it gave me basically the same error, and when i ran teh speed disk, ignoring the error, it didn't optimize anthing at all (by looking at the picture it makes...)
I thought it was because when reformatted from 98 and put on 2000, i didn't format on installation of win2000, but had formatted b4 the installation...So i reformatted again, and formatted in the windows 2000 installion, chose fat32 again. but yet again, with no programs on the hardrive, it got he same error.
Does anyone know why i have such a slart for a hard drive? (i could scan disk and defrag fine on win98)
